Those in the avid world have presets for this. Bring the lows and hights all the way down and tweek from there. I dunno what your editing on but this is a good place to start. All you hear over the phone are the high mids.
there is no one answer for making particular sounds. There are some programs like Sonic Foundry's Vegas Audio/Video that has presets that make your recording sound like a telephone. There are probably plug-ins for Premiere that do this for you. I don't know though. I'd just experiment with the sound until you get what you like.
Which editor are you using? In Premiere Pro, I tried out a Bandpass and a Multiband Compressor. Set the Bandpass to 870Hz and the Q to 5.0. In the Multi, drag the upper and lower register down and the middle up. Sounded pretty good to me!
