Cast someone who looks 22-24. Don't have access to someone that age? Then write a part for a 16 year old. There's really no easy way to do this with makeup. You can get away with things like this in live theater, but the movie camera is so unforgiving when it comes to making people look older or younger. Especially someone in their teens. It's not so hard to make a 30 year old look 50. But it's hell to get a 16 year old to be 25. --Trey
Quick and dirty
The quick and dirty way would be put more facial hair, moustache or sideburns. Make him wear sunglass to not show his eyes.

I agree with Captain Stubby --- if the guy looks 16, it'll be hell. Recast or rewrite. On the other hand - if he's an excellent actor - why not just let him 'act'. Put it in the talent's court and see what he comes up with? In the end, if the actor can't sell it (the maturity, the way he presents himself, carries himself) - it'll be even harder for you as a director to sell it. Adding facial hair, etc is a sketchy thing - it could look fake and draw even more attention to them. WPS
